Carlos Veliz, CPM
CEO
Carlos Veliz, CPM, started working in Property Management as an Accountant. Serving roles as Assistant Property Manager, Property Manager, and subsequently rising to be an Asset Manager for 4 years. Working for private companies such as Doerken Properties in Santa Monica and Rose Group Management in Los Angeles, he achieved great success and learned many special qualities to be a successful entrepreneur.
During his 16 years in corporate America, he has supervised more than 20 million square feet in commercial properties and more than 100,000 in multifamily units across the US. He directly supervised more than $70 million in capital improvement projects as well.
Carlos started his first startup in construction and property maintenance in January of 2014. Following his passion for real estate, he founded Prime Property Management Corporate, Inc. in February of 2017. With Prime’s great success, Prime HOA Management was born. In May of 2019, Prime started managing their first HOA account and now currently manage more than 1,100 units in the Bay Area and Sacramento.
Most recently, Carlos founded Guardian Project Management which exclusively works with HOA Board members for large capital expenses projects and private investors building new apartments in Oakland and Sacramento.
After getting great NOI results from his 12-unit co-living community, Social House, he’s launching his second Real Estate development in Sacramento. Carlos plans to continue building great communities in California that reflect his past, current, and future goals.
Carlos earned his Bachelor's Degree in Business Law with a minor in Real Estate from Cal State North Ridge.
Carlos enjoys soccer, cooking, and spending time with his two young boys. One day, he plans to open a restaurant and earn a Michelin star. This star will represent his hard work, drive, and passion for what he loves.
Jaime Sanford
V.P. of Marketing
Jaime Sanford spent the first 7 years of her professional life in the marketing and business development fields, working for non-profits and start-ups in the East Bay.
Her real estate career kicked off in 2017 when she joined Prime Property Management Corporate, Inc., formerly Vision Property Management. She originally started in marketing but quickly earned her real estate license as a salesperson and received a crash course in property management. Over the years she has learned the ins and outs of real estate investing as well as the nuances of being a property owner in the Bay Area. At Prime, she oversees the acquisition and onboarding of new clients and properties, as well as providing support to the Property Managers when needed.
Jaime has a Bachelor’s Degree from the University of Arizona. In her free time she enjoys road biking, hiking, and hanging out with Luna, her chihuahua.

Briana Kessler
Leasing Manager and Property Manager
Briana Kessler grew up in Florida flipping houses with her mom. Together they lived in about 30 different homes, moving every couple of months. This got Briana really excited about the housing market. She went to school at the University of North Florida and earned a bachelor’s degree in International Business. She traveled the world and began her career working in Property Management. Her family has been in the real estate business for over 40 years and she plans to keep it going! On the weekends, catch Briana at the beach or hiking with her dog Hazel.

Sean Costner

With over 20 years of experience in the property management industry, Sean brings a deep well of expertise to the table. Throughout his career, he has successfully coordinated with inspectors, vendors, residents, municipalities, and regulatory agencies, ensuring seamless operations and compliance.

Throughout his extensive career, he has seamlessly collaborated with inspectors, vendors, residents, municipalities, and various regulatory bodies. Sean is recognized as our reliable “boots-on-the-ground” professional, consistently demonstrating a hands-on approach that ensures effective management and operational excellence.
Micelia Vega, CCAM
Leasing Assistant
Possessing excellent interpersonal and communication skills, Micelia fosters positive relationships between homeowners, board members, and service providers. She’s adept at handling inquiries, maintaining records, and contributing to the overall well-being of the communities she serves.
Her commitment to excellence and enthusiasm for community development make her a valuable asset in the field of property management. In her capacity, she plays a pivotal role in assisting property managers by efficiently coordinating elections, engaging with vendors, and facilitating communication with homeowners.
Crystal Kirby
Director of Accounting
Crystal leads the accounting department with expertise in HOA and DRE trust fund accounting.
Known for her effective communication skills, she ensures prompt responses to board members and owners, addressing all their financial inquiries with precision and efficiency.
Javier Diaz
Maintenance Supervisor
Javier is our dedicated maintenance dispatcher for over 6 years. He oversees and coordinates the maintenance operations of all our properties. He is knowledgeable and passionate about all maintenance programs for plumbing, electrical, HVAC, turnover, etc. Javier collaborates with vendors to address routine maintenance issues efficiently.
Louise Ong
Assistant Community Association ManagerWith over five years of experience in property management, Louise is dedicated to maintaining well-managed communities and ensuring smooth operations for homeowners and tenants alike. She specializes in overseeing maintenance projects, handling financial matters(AP), and fostering strong relationships with residents and board members. Her attention to detail and problem-solving skills make her a reliable and proactive manager. Outside of work, Louise enjoys traveling to beaches, exploring new foods, and spending quality time with family. Her passion for creating comfortable living environments extends beyond her profession, as she values the importance of a well-balanced and fulfilling lifestyle.

With three years of experience in HOA management, Karren plays a key role in overseeing community operations, including financial reviews, reserve study coordination, insurance matters, and vendor management. She also works closely with homeowners, ensures compliance with association policies, and facilitates maintenance services to keep communities running smoothly.
Karren began a career in property management as a Property Maintenance Coordinator, later transitioning into HOA management after a friend recognized her skills and encouraged her to explore the field. Committed to fostering well-managed, thriving communities, she strives to extend the same sense of stability and fulfillment she seeks for her own family to the homeowners we serve.
Outside of work, Karren enjoys journaling, baking, and farming, which provide a creative and relaxing balance to their professional life.

Peter Ly
Administrator
Peter is dedicated to ensuring homeowners and boards receive the highest level of service. He understands the importance of maintaining well-managed communities, balancing the needs of residents with the responsibilities of governance. Whether it’s overseeing maintenance, managing vendor relationships, or ensuring compliance with HOA regulations, Peter takes a proactive and solution-oriented approach to every challenge.
Outside of work, Peter enjoys spending time with his wife and two daughters. As a family, they love exploring new places, traveling to different states, and making international trips a yearly tradition. Peter is also passionate about fitness, whether it’s cycling, practicing Brazilian jiu-jitsu, or working out at the gym.
